Rather than planning for a single pathogen, the work defined the full range of “jobs to be done” under conditions of profound scientific uncertainty.

Produced a practical blueprint for coordinated pandemic preparedness, illustrating how governments, industry, regulators, manufacturers, and global health organizations can accelerate vaccine development despite scientific uncertainty. Key elements of the approach were subsequently reflected in CEPI’s response to the 2026 Congo Ebola outbreak.
